We can now run the WPCS Checks before we commit! YAY :)

Read the Readme with regards on how to install everything and get it going, but it should be pretty straightforward and quick to do! Please I need some people to test this out before it gets merged. There are to many environmental variables to guarantee that this will work on everyones system right out of the gate, so I want to know if it works for you.

Okay so now both phpcs, and phpcbf should be working. The only thing I can't get to work is the reporting on phpcbf. If you actually run it from wpcs/vendor/bin/phpcbf and attach parameters it will display the correct logs. But it's getting late here, so I am going to call it for now.

If anyone has any ideas on how to get the logs to display when doing phpcbf, I would love to know!
