We eliminated the migrations for pre-1.0 versions, but we don't have a check that the "previous" version is at least 1.0.0 before upgrading: this would allow pre-1.0 users to still do the upgrade and just potentially skip whichever pre-1.0 migrations they didn't already have done that are now missing.
