Prevent site blocks from being 'dropped' into HTML blocks #1791

When trying to move a block by dragging, it's possible to drag a block into the textarea of an HTML block. If you release it over the textarea, the text of that block gets added (with lots of white space) to the HTML block.

Ex (this was a media embed)
