Create fix_provider. 

Create provider which takes user provider buffer and uses it to provide memory. It should use #916 to manage memory blocks and handle free operations. 

It should also support IPC. 

This functionality is allready included in coarse provider, but as we are removing this provider, it need to be moved to separate provider.
