Issue to be solved

Implement the feature as proposed in this FLIP: onflow/flips#54

Remaining work on this:

• Merge stable-cadence into feature/entitlements #2563 to merge Stable Cadence to the entitlements branch
• Add tests for entitlement inheritance between interfaces #2564 to add tests for entitlements interaction with interface inheritance
• Convert generic container types on upcast #2567 to fix the runtime conversion for reference-containing types

Once these three are merged we should be good to merge the entitlements feature branch into Stable Cadence, and then close this issue.
