Refactor test utils

Work towards #3595

Description

Refactor the various test utils packages into a test_utils "umbrella" package with packages:

• common_utils: e.g. AssertEqualWithDiff, RequireError
• sema_utils: e.g. ParseAndCheck
• interpreter_utils: e.g. NewTestInterpreter, RequireValuesEqual
• runtime_utils: e.g. TestRuntimeInterface

Also, consistently always import the test util packages as dot imports.

Cadence Benchstat comparison

This branch with compared with the base branch onflow:master commit 0f382af
The command for i in {1..N}; do go test ./... -run=XXX -bench=. -benchmem -shuffle=on; done was used.
Bench tests were run a total of 7 times on each branch.
