[Access] Add support for ignoring version beacon events for compatible versions #6535

Currently, Access nodes that have local script execution enabled will use Version Beacon events to determine which blocks their software version is compatible with for script execution. Sometimes, we know that the version will be compatible, and it is safe to execute scripts either version.

This PR adds support for configuring versions that can be ignored by the compatibility check.
