Create documentation outlining our assessment using simple heuristics and current OONI measurements

This is about creating a document outlining what can be done based on data we already are collecting which will inform improvements to monitoring such that we are able to collect and analyse it.

Based on this we will have a baseline to use to assess how the improvements related to the anonymous credential system will be a better iteration on it.

The document is complete and the above link is now publicly visible. We will continue to iterate on it as more progress is made, but from the perspective of this deliverable we can consider it done.
