Motivation

MMCV ops building failed on rocm pytorch.

Modification

Update the setup.py script.

Note that some test might failed with log:

Hi @grimoire , what are your PyTorch and ROCm versions?

rocm lib==4.0.0

Update: add /opt/rocm/lib into LD_LIBRARY_PATH could fix the unit test.
