[Fix] Remove gaussian blur for offset maps in UDP-Regress #1815

Motivation

Modification

  1. remove gaussian blur for offset maps in UDP-Regress
  2. keep the entire gt offset map. This modification does not affect training and will help avoid occasional failure in CI
  3. update evaluation results
