Investigate usage of Thread Sanitizer throughout Open-RMF codebase

Description

We have a tsan mixin in our reusable build but haven't ran the thread sanitizer in some time, we should try to introduce it and verify whether it reports any useful insight / consider having it as a required workflow if it gives useful and not flaky output.
