Add the Enabled method to the Logger

Resolve #4995

• Add the Enabled method to the Logger in the log API
• Add the Enabled method to the Processor in the log SDK
• Update the batch and simple processors to implement the Processor interface

This does not add tests for the MinServerityProcessor due to the Record not being implemented and there is no way to set the severity during testing currently. The plan is to follow up when that changes.

TODO

• Create an issue when this is merged in the Go: Logs (GA) project to block the release until this method is added to the specification (Add an Enabled method to the Logger opentelemetry-specification#3917).
• Track adding tests in a follow-up issue
• Add a minimum severity level processor after this is merged (track with an issue).
