fix(resources): align exported names in different environments

Which problem is this PR solving?

Universal packages must export the same names in different environments to prevent confusion.

Short description of the changes

• Export EnvDetector and ProcessDetector unconditionally.
• Add browser tests on @opentelemery/resource.
