Update CODEOWNERS file

The current `CODEOWNERS` file only is configured in a way that all notifications are sent to `* @open-telemetry/opentelemetry-python-contrib-approvers` regardless of them being actual code owners of the instrumentations or not. Refactor this file so that the specific instrumentations or other components in this repo are pointing to the corresponding codeowner.
