chore: Prepare for release otel-http v0.30.1, Revert part of multi-value key propagation

Changes

• Also reverts part of feat: support multi-value key propagation extraction #3008, to ensure the otel-http v0.30.1 works fine with otel v0.30.0. The changes would be brought back after release.
