add rescale_marginals to CLI

Please add **rescale_marginals** to CLI, such as cooler zoomify.

rescale_marginals=False to disable the rescaling

Would you be interested in initiating a PR yourself? This would be implemented in the balance cli and most likely exposed as a --no-rescale-marginals flag option since the default is to rescale them.
