What does this PR do?

This PR fixes an issue on "yum" Salt module that makes the patches looks as installed even if they are not installed for all the related packages.

Customer reported positive feedback to the PTF. I'm preparing an upstream PR to push this patch.

Upstream PR: saltstack/salt#52657 - I'll wait for some days until we have some feedback upstream in order to proceed here merging this into our package.

Closing this PR since this would be only fixed on openSUSE-2019.2.0.
