This release upgrades to yosys 0.38.

Toolchain release 0.7.0

We decided to switch to yosys 0.36, since the issues which prevented us from updating yosys
with Xilinx series 7 FPGAs have been resolved.
This included:

• crashes while running abc9
• yosys generating block RAM primitives which nextpnr-xilinx did not understand

Revert back to v0.17

yosys versions later than 0.17 generate RAM256X1S RAMs which nextpnr-xilinx can't handle yet.
To install the complete toolchain, use the toolchain-installer.
