SonarQube maintenance

To Do:

• Update PostgreSQL version from RHEL9 PostgreSQL 15 to RHEL10 PostgreSQL 16
• Update SonarQube server version to 2025.5.0
• Test Scanner and report generation
• Test update process as this time we there will be version update in database and server + storage changes
• Remove rust plugin (as it is already built-in)
• Updated container probes for Dtabase and server

Storage changes planned:

• Switch Sonarqube server data folder to use gp3, create backup process (same approach for backup as Nexus)
• Switch extensions to use specific storage class
• Switch PostgreSQL database to use gp3 and handle backup properly for the Database

Once #1354 is merged, we can try updating above the LTA version
