Problem/Request

Archive the cs_comments_service repository. (Note to on-call: I'll do this myself next week, just in case something goes wrong with the DEPR and we need to revert. I'm just putting this here for bookkeeping purposes.)

Reasoning

openedx/openedx-platform#37376 has merged, meaning that edx-platform no longer calls out to cs_comments_service for anything. It's already been the case that cs_comments_service is not part of the default Tutor installation.
