'make upgrade' failing because of a platform dirs update

Make upgrade github actions are failing in the following repositories because of a platform dirs update

The Issue has been fixed by restricting the version of the relevant package in PR

The issue is common constraint is disabled here which is coming from very first commit

cc: @ormsbee @feanil How should we resolve it?
what's the rationale of disabling of it?

Should we directly restrict platformdirs<4.0 in constraints.txt or apply the openedx contraints

I think the problem is that the common_constraints file is commented out: https://github.com/openedx/openedx-learning/blob/main/requirements/constraints.txt#L12

It should be uncommented and that should resolve the issue. I didn't see any reason for it in the comments or in the commit history.

I think that was probably me when I was messing around with testing on multiple Django versions. By all means, please feel free to uncomment it to unblock. If that breaks anything in openedx-learning, please ping me. Thank you.
