Implement "Add to collection" from 3-dot menu

When I click on the three-dot menu on the component tiles, and when I click on the "Add to Collection" button, I trigger the same workflow to add to a collection as in #1287 (comment)

When I click on the three-dot menu on the component sidebar, and when I click on the "Add to Collection" button, I trigger the same workflow to add to a collection as in #1287 (comment)

In both cases the component sidebar opens to the "Manage Tab" and the "Tags" section is collapsed and the "Collections" section is un-collapsed.
