fix: empty state for library selection on component picker [FC-0062]

Description

This PR fixes the empty state text for adding library content if the user can't access any library.

Testing information

• You would need a user with no access to any libraries
• Access http://apps.local.edly.io:2001/course-authoring/component-picker and check if the message is correct

Note: If you still see some libraries, make sure that these libraries don't allow public read

👍 My only suggestion would be to make pagination conditional to having libraries available, but I'll leave that up to you.
