[Tagging] Improve pagination of Paragon Data Tables

Acceptance Criteria:

• Instead of “Showing 12 of 500”, the text below a DataTable should read e.g.: “Showing 1 - 12 of 500.” (The next page would read “Showing 13 - 24 of 500.”
• Apply this to all Paragon DataTables, either as the new way of displaying pagination status or as an optional setting.
