This pull request updates the backend Python dependencies, primarily to upgrade litellm to version 1.80.10 with proxy support and to add several new dependencies required by the latest litellm and its proxy features. The changes affect both the main (base.in, base.txt) and development (dev.txt) requirements files, ensuring compatibility and support for new integrations.

The issue about this change is: BerriAI/litellm#18193

Currently is merged and we're waiting for Litellm v1.80.11 to avoid include fastapi in requirements.

by my testing in local, adding orjson and fastapi is enough to get streaming working without needing the whole proxy requirements which are quite heavy (mcp, starlet, ...)

This was fixed upstream, well wait for a release and upgrade
