Restore Static Files from components

## Description  
Physical static files related to a component must be uploaded and linked to the corresponding component.  

## Acceptance Criteria  
- The system imports all static file objects defined in the dump file.  
- Depending on the file size, the system decides whether to store the file in object storage or directly in the database.
