debug_toolbar: No module named settings_vars

I'm facing this error whenever I rake to start lms or cms

django.core.exceptions.ImproperlyConfigured: Error importing debug panel debug_toolbar.panels.settings_vars: "No module named settings_vars"

Notes: I updated my local repo to the latest master edx-platform since then I'm facing problems such as sudo su edxapp wasn't working,
then I went to vagrant destroy vagrant up and since then I'm facing this error.

We tried to upgrade the Django Debug Toolbar not too long ago, had trouble with the upgrade (including seeing this error message), and rolled back the upgrade. Try updating to the latest version of the codebase -- this error should no longer appear. If you are still seeing it, feel free to reopen this issue.
