[Post Django 4.2 Upgrade] Replace the package hash with latest PyPI version

Description

• edx-proctoring-proctortrack master branch has the Django 4.2 support PR Add support for django 4.2 verificient/edx-proctoring-proctortrack#20 merged but despite pinging the author a number of times, the author still hasn't released new version of the package making it a blocker for the Django 4.2 upgrade in edx-platform.
• To resolve the blocker for now, the package master branch hash has been used in the edx-platform for now. See PR chore: using edx-proctoring-proctortrack hash for django42 compatib… #33406.

TODO

• Once the package has released new version on PyPI. Remove the hash from github.in file and use the latest PyPI release in the kernel.in requirements file.

The same issue also exists in package.json -- it is a GitHub URL that needs to be replaced with the latest NPM version.

Alternatively, if the package is edx.org-specific, it would be best to remove it from edx-platform requirements.

If and when this PR #37284 gets merged, it should resolve this issue by the virtue of removing the package in question itself.
