Update the openedx-learning package from 0.3.6 to 0.4.1.

Supporting Information

• This is needed by feat: refined ux update a taxonomy by downloading and uploading [FC-0036] frontend-app-authoring#732, because it adds the import plan rest API method

Testing instructions

• Please ensure that the tests cover the expected behavior
