Node 22 Upgrade

Node 20 is EOL before we cut Verawood, so we need to land the Node 22 Upgrade before October 2025.

FYI, it looks like edx-platform "just works" with Node 24: openedx/openedx-platform#37166

So I think we can just jump to that over there. I was waiting on the rest of the upgrade to get going so that I could link that to the upgrade before we merge it as it needs some comms.
