Integrate a reliable, low-cost file watcher

In order to support live asset reloading or live coding better, we should find and integrate a minimal file watcher (perhaps one based on Node.js, which we already bundle, or something native) that works properly on Windows, macOS and Linux to detect when to kick off a lime update or lime build for further features
