There is no more work planned on a minimal version ?

Not for "regular" openHAB users (which will soon be openHAB 1 users who migrate to openHAB 2).
With #194 I plan to have a very modular setup, which would also start with a minimal option. But for now I don't want to spend the maintenance and testing efforts for a second build artifact.
Also note that https://bugs.eclipse.org/bugs/show_bug.cgi?id=466633 is planned to be a "showcase" for a light packaging of an ESH solution.
