8374623: Move DependentAlwaysFalse variable template to its own file

Please review this trivial change that moves the definition of the
DependentAlwaysFalse variable template from globalDefinitions.hpp to its own
file metaprogramming/dependentAlwaysFalse.hpp. Also updated using files to
include the new header.
