This can also be achieved using system scope:

<dependency>
    <groupId>org.openjfx</groupId>
    <artifactId>javafx-base</artifactId>
    <version>${javafx.version}</version>
    <scope>system</scope>
    <systemPath>${sdkpath}/javafx.base.jar</systemPath>
</dependency>
