Add initial proposal for community fund logistics #759

This is a rough initial proposal for community fund logistics, as proposed in #756, opened for initial discussion in the CPC meeting on 2021-05-11.

Do we need to agree/get buy in from the board in terms of what kind of activities are reasonable to fund. As written this lets the budget committee approve any kind of activity.

I'd been thinking (not necessarily the right way of thinking) that we'd propose in advance categories for example:

  • certification scholarships
  • training support,
  • etc.
    And then have a process to approve these kinds of requests...

This is an incubating proposal. Should we land this? The work has been moving over to the new repo and it would be better to refer to anything in this proposal as landed docs rather than in a pull request. I say we land it. 👍 if you agree /cc @brianwarner @mhdawson

@joesepi I see at one change related to financial controls that I learned about after drafting this. Someone from the community (i.e., not an LF staff member) would need to administer payment approvals in the LFX portal. I'll make an update.
