Our latest release doesn't seem to have triggered the PyPI publish action. This PR updates that action, using the
[published]type instead of[created]and streamlining other bits. I've also removed the testpypi action because it doesn't really work appropriately for us (we'd have to bump the version every time we merge a PR).
