What this PR does / why we need it:
Adds a label that can be used on the MCPv2 resource to override the default purpose.
A ValidatingAdmissionPolicy prevents updating or removing the label after creation.

Which issue(s) this PR fixes:

Release note:

The label `core.openmcp.cloud/purpose` can now be used on `ManagedControlPlaneV2` resources to override the default cluster purpose.
