What this PR does / why we need it:
This PR extends the deployment spec. It is now possible to specify environment variables (a list of key-value pairs) and a logging verbosity in the spec of ClusterProvider, ServiceProvider, and PlatformService resources. Env variables and logging verbosity are passed to the init job and deployment of the provider.
A use case for an env variable is for example the name of a cluster-provider-gardener.
