Build CI

This tries to build the docker image inside PR for better debugging.

• base image is jammy (22.04)
• python version is 3.11

It looks like baltrad hlhdf does not compile with python 3.11. I'm trying to investigate, but this seems to be a numpy compat issue, cc @andershenja.

I'm not able to fix the issues with hlhdf. I've tried a bit in this fork https://github.com/openradar/hlhdf but I'm no expert at all in C/numpy expecially when it comes to heave use of macro's. So if there is someone capable of fixing these issues, just let us know.

I'll skip the baltrad install for now to see, if LROSE is working.
