[BUG] Fix glitch for save query management

Describe the bug

Every time we need to click twice in order for save as new and save changes buttons to appear.

From @miki: "I found before I got dragged away is that after the first time saved search is loaded, createSearchBar is called which is unsetting the prop that has saved search id, causing savedQuery to be undefined"
