Reinstate maintainers from emeritus to active (#9173)

This commit reinstates Rabi Panda, and Abbas Hussain as maintainers of
the opensearch repository. The removing maintainers process specifies
maintainer status is retained until the maintainer explicitly requests
to be moved to emeritus status. This can be done by way of a PR, public
issue, or email thread to the maintainers on the subproject.
