This PR enhances the CONTRIBUTING.md file by:

Adding detailed, step-by-step guidance for diagnosing, reporting, and resolving flaky tests, making the troubleshooting process more accessible for new contributors.

Clarifying instructions on opening issues, submitting work, and understanding changelog requirements.

Improving formatting for readability and ease of navigation.

These updates are aimed at supporting new and existing contributors and making it easier to maintain high project quality.
I have double-checked for Markdown correctness and ensured all guidance is practical and actionable. Feedback is very welcome!

Thanks for contributing @akshith30388! However, I'm not sure this PR is ready. It looks like it deletes most of the content from CONTRIBUTING.md, breaks the table of contents in README.md, and creates an extra file. Can you take another look?
