Make pipeline parameterized to take S3 manifest as input parameter

• Make pipeline parameterized to accept inputs from build workflow
• Orchestrate the integ, bwc and perf test jobs. These jobs are already parameterized but need input from pipeline

@mch2 It is a poc code, which was raised earlier as PR on infra - https://github.com/opensearch-project/opensearch-infra/pull/83
I have moved it to feature branch (jenkins) in this repo - , commit

We can keep this feature branch if multiple folks are adding the jobs or we can work on it as a draft PR if one person is owning this e2e. The later is better IMO since the job input parameters are similar for integ, bwc and perf jobs.
