* modify to not use URLEncodedUtils



* add a license header



* add pathEncoder test



* modify to use ByteBuffer in encodeBytes method



* modify to use URLEncoder



* delete PathEncoder



* modify to use URLEncodedUtils per version per Classpath



* fix to use MethodHandle instead of reflection
