CI for ODBC is stuck, it uses obsolete MacOS version. I think we can ignore that.

Ignore ODBC driver build. We will not release ODBC driver.

@penghuo We already have a sql-odbc as a separate repo now. Since these tests have been PR blockers for a long time, can you remove them? Or am I misunderstanding and they are actually testing something?
