chore(*): add manifests for routes refactor

• Note that the labels on the services here are configured
  differently than the current example
• This example allows end users to have overlapping label
  selectors between root and leaf services
• Putting this example in the experimental directory until
  the route refactor is complete
• part of refactor how inbound and outbound VirtualHosts are programmed on Envoy proxies #2034
