Make sure NetworkManager-initscripts-updown is installed on RHEL9 host. #1623

In RHEL9, ifdown/ifup network-scripts is not provided in general.
However, dev-scripts uses ifup/ifdown for enabling virtual network.
I think add NetworkManager-initscripts-updown for RHEL9 and CentOS9.
