Upload ginkgo --debug log output to CI artifacts #3807

Which functionality do you think we should add?

Currently ginkgo --debug logs are not uploaded to CI artifacts. For parallel test node run debug log provides more verbose information per node in a separate file.

Why is this needed?

It will help to find test node specific failure and ofcourse the test failure in prow CI env.
