為了要使用exponentially weighted moving average來計算一段時間內的加權平均值(時間愈久權重愈小)，新增ExpWeightByTime來實作Stat

@qoo332001 @chinghongfang 麻煩看一下這個討論，以及加上這隻PR，我們接下來要進一步讓metrics 的使用更加方便，例如如何讓各個cost function可以方便地取得各種“加工後”的統計值？究竟是要在MetricsCollector上埋更多邏輯，讓它可以一邊收集一邊統計？或者是在每次從MetricsCollector取得ClusterBean之後（這個還沒做，也需要一隻PR），在ClusterBean上埋邏輯讓cost function可以“即時”的算出需要的統計值？
