Schedules sub tab UI

The left pane of Schedules > Schedules tab should be re-sizable like most of the other panes in the app. For example, in one of my 2.5.0 models the Run Period Profiles + is barely visible on a 720p screen.

The "problem" is that this type doesn't inherit from ModelSubTabView like the rest. I'll check tomorrow if I can't just use a QSplitter instead of a QHBoxLayout to contain the widgets (quick fix). If not, I'll see if I can make it inherit from ModelSubTabView.

A related enhancement is to rework how Run Period Profiles are added to a schedule.

As of 2.7.0, Run Period Profiles are added to the top of the list and take the place of Priority 1. It would be more convenient if additional Run Period Profiles were added to the bottom of the list with a sequential Priority #.
